Higher Education Emergency Relief Fund Report – Emergency Financial Aid Grants to Students

Artistic Academy of Hair Design (OPE ID: 02525900) received education stabilization funds under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), Public Law No: 116-136. This Fund Report applies to the student portion received under the Higher Education Emergency Relief Fund that is designated exclusively for emergency financial aid grants to students.

The institution appreciates that Congress and the President have made these critical funds available for eligible students who have expenses related to the disruption of campus operations due to the coronavirus pandemic. We take receipt of these federal funds seriously and are distributing them in accordance with the CARES Act and implementing guidance.

The institution is making the below information available for transparency purposes and in compliance with the U.S. Department of Education’s (“Department”) Electronic Announcement of May 6, 2020.   1. The institution signed and returned to the Department the Certification and Agreement [for] Emergency Financial Aid Grants to Students. The institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students.
  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $72,492.
  3. The total amount of emergency financial aid grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is $72,492.
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, as of the date of this Fund Report is 85.
  5. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, as of the date of this Fund Report is 85.
  6. The methods used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act are provided at Attachment A.
  7. Any instructions, directions, or guidance provided by the institution to students concerning the emergency financial aid grants are provided at Attachment B.

Attachment A

The U.S. Department of Education has made Emergency Finanical Aid Grants to our students of our institution who are in need of financial support for their expenses related to the distruption of campus operations due to coronavirus.

85 students at Artistic Academy of Hair Design (The) were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act.

Artistic Academy of Hair Design (The) allocated 89% of the $72,492 funds to be disbursed to students who were currently receiving Title IV aid. These individuals were able to request up to $1,000. Sixty-four (64) students requested $1,000 and 1 individual requested $500.00.

The balance of the student portion of the HEERF funds went to 20 students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, but were not Title IV recipients. These students received funds after the Title IV recipients received their funds. This accounted for 11% of HEERF grant funds, equaling $7,992, which was divided amongst the 20 eligible to participate. These 20 students received $399.60 each.

Hair Design (The) to students concerning the emergency financial aid grants.

 

Funding From
Coronavirus Aid, Relief, and Economic Security (CARES) Act

 

To address the pressing financial need of students due to the disruption of campus operations from coronavirus, and pursuant to the authority duly delegated to the Secretary under the CARES Act and associated with the coronavirus emergency, as stated in Proclamation 9994 of March 13, 2020, “Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak,” Federal Register Vol. 85, No. 53 at 15337-38, the Secretary and Recipient agree as follows:

Institution agrees to promptly make available emergency financial aid grants from the advanced funds directly to students for their expenses related to the disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, health care, and child-care expenses

Artistic Academy of Hair Design has instituted a policy under the HEERF guidelines, which allows students who are or could be eligible to participate in programs under section 484 of the HEA to receive a HEERF grant.

Students must meet eligibility requirements in order to receive HEERF emergency funds. Eligibility requirements are, citizenship status, or eligible non-citizen, a valid social security number, registration with Selective Service (if male), and a High School Diploma or GED, and the student may not be in default of a student loan.

Artistic Academy of Hair Design agrees to promptly make available emergency financial aid grants from the advance funds directly to students for their expenses related to the disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, healthcare, personal expenses and child care expenses.

Students receiving Title IV aid may request up to $1,000 when completing the request.
